EUのAI規制法理事会が承認 - EU Council approved AI Act

EU Councilは、5月21日、世界初の人工知能規制法を承認した。同法は、議会とCouncilのPresidentの署名を経て正式に公示され、2年後から適用される予定である。
AI規制法は、AIのリスクを分類し、リスクの危険度に応じて規制するものであり、AI生成コンテンツにAI生成であることの明示義務を課すなど提供企業に透明性を求める。また、違反に対し、最も重い場合は、3500万ユーロか、年間世界売上高の7％かいずれか高い方を制裁金として課す。EU Councilは、同法が国際標準となると声明において強調している。

On May 21, 2024, EU Council approved a law aiming to harmonize rules on artificial intellections “AI Act.”  The Act follows risk-based approach, i.e. in case of the higher risk, the stricter regulations apply, and requires AI providers transparency, e.g. imposing obligation to label as such on AI generated contents.  The Act also sets forth the fines, in case of the most serious infringement, the amount should be EURO 35 million or 7％ of the offending company’s global annual turnover, whichever is higher. In the Press Release EU Council emphasized the Act can set a global standard for AI regulation.
