生成AIが著作権制度に与える影響等について審議を進めている政府の文化審議会著作権分科会法制度小委員会は15日、第3回目となる委員会を開催し、日本新聞協会及び情報通信研究機構(NICT)の担当者並びに漫画家の小沢高広氏に対するヒアリングを行った。この中で日本新聞協会は、生成AIによる生成物が報道機関の事業に与える経済的な影響を問題視、機械学習等への著作物の利用を認める著作権法第30条の4を見直す必要性を訴えた。小沢高広氏は、漫画制作に生成AIがもたらすメリットがデメリットを上回り、生成AIの普及が日本の漫画文化のさらなる多様性の向上につながる可能性があると述べた。また、情報通信研究機構(NICT)の鳥澤健太郎氏は、大規模言語モデルを活用した著作権侵害チェック支援ツールの可能性と課題等について説明した。次回第4回小委員会の開催日等は未定。

On October 15, the Council of the Agency for Cultural Affairs, which is deliberating the impact of generative AI on the copyright system, held its third meeting of its subcommittee. The subcommittee heard from representatives from the Japan Newspaper Publishers & Editors Association and the National Institute of Information and Communications Technology (“NICT”), as well as a manga artist, Mr. Takahiro Ozawa. The Japan Newspaper Publishers & Editors Association expressed its concern over any adverse economic impact that generative AI may have on the business of news organizations, calling for a review of Article 30-4 of the Copyright Law of Japan, which allows the use of copyrighted works for machine learning, etc. Mr. Takahiro Ozawa pointed out that the benefits that generative AI brings to manga production would outweigh its disadvantages and accordingly the spread of generative AI might lead to further improvement in the diversity of Japanese manga culture. Mr. Kentaro Torisawa of the NICT explained the possibilities and challenges of tools that could help find copyright infringement by utilizing large-scale language models. The date of the next 4th subcommittee meeting has not yet been determined and will be adjusted in the future.
